This specialized training program addresses the critical decision-making processes required for safe and legally defensible prisoner transport operations. Throughout the country, law enforcement agencies encounter significant challenges during routine prisoner movements, including in-custody fatalities related to transport practices, escape incidents, civil litigation under 42 U.S.C. §1983, and preventable errors that trigger Internal Affairs investigations.

Unlike traditional courses that focus primarily on physical restraint techniques, search procedures, and movement protocols, this program emphasizes the legal and operational foundations necessary to make defensible decisions during high-pressure situations. Officers will develop the ability to justify their actions in court, identify potential liability issues before they escalate, and appropriately balance custody control with duty of care responsibilities.

Participants will acquire skills in the following areas:

• Making legally sound decisions during transport operations
• Preventing in-custody deaths and medical emergencies
• Recognizing and managing high-risk transport scenarios
• Implementing Department of Justice expectations and CALEA standards during real-world operations
