L.O.C.K.U.P.® 9-Day Instructor Course

The Connecticut Police Officer Standards and Training Council's Field Services Training Division is offering a comprehensive nine-day L.O.C.K.U.P.® Instructor Course designed to develop instructors in arrest and control techniques. The program runs from 8:30 AM to 4:30 PM daily at the Connecticut Police Academy, 285 Preston Avenue, Meriden, Connecticut 06450. Instruction will be delivered by Lt. Kevin Dillon (ret.) and/or Master L.O.C.K.U.P.® Instructors from KFD Training and Consultation, LLC.
The course is organized as three separate three-day training blocks scheduled as follows: December 21–23, 2026; January 12–14, 2027; and January 20–22, 2027. Attendance at all three sessions (all 9 days) is mandatory for successful course completion. This 72-hour certification employs an interleaving instructional model to optimize adult learning and long-term retention.
Through lectures, hands-on demonstrations, physical training, and realistic scenario-based exercises, participants will develop proficiency in arrest and control methods. Key learning outcomes include understanding the legal framework governing use of force, applying force in ways that are reasonable, timely, necessary, and proportionate to control violent or resistant individuals, mastering teaching methods to deliver physical techniques effectively, and demonstrating competency in psychomotor skills and physical control tactics that provide measured responses to varying levels of resistance and aggression.
The course emphasizes effective control and restraint techniques suitable for street environments, application of tactics across diverse settings, and development of instructor-level competency to train personnel to safely and securely control subjects.
Participants must be in good physical condition, as this course is physically intensive and involves physical combat training. Required equipment includes BDU-type pants, short-sleeve shirts, mouth guard, combat boots or wrestling shoes with ankle support, body armor, duty belt and red gun, groin protection, and a second set of training clothing for each day.
Class enrollment is limited to 28 attendees. Registration must be completed through the Acadis portal by Monday, November 30, 2026. The standard POST in-service training dress code will not apply; participants should dress appropriately for physical training.
