ECS Internal Affairs 3-Day Training

This comprehensive three-day course covers the complete spectrum of internal affairs investigations, beginning with initial allegations through final disciplinary appeal proceedings. Attendees will gain insight into industry best practices, current standards, and proven methodologies for effectively handling internal affairs matters and related administrative processes. The instruction focuses on legal requirements, administrative procedures, and sound investigative techniques. Constitutional due process requirements and applicable state laws will be thoroughly examined, along with important judicial decisions such as Garrity, Weingarten, Loudermill, and other landmark cases that shape internal affairs practice.

The program welcomes both sworn and civilian personnel from any public safety discipline, at any rank or assignment level, who participate in administrative investigations, disciplinary actions, and associated proceedings.

Instructor

Chief Larry Horak (ret.), Consultant with Embassy Consulting Services, brings over 35 years of law enforcement experience. He began his career in 1980 and served as Chief of Police for the Margate, Florida Police Department before retiring in 2015. Prior to his chief role, Chief Horak worked as a Special Agent with the Federal Bureau of Investigation, investigating violent crime, civil rights violations, and public corruption. He holds a private investigator license and operates his own investigative firm.

Chief Horak graduated from the FBI Academy's 239th National Academy session and completed the Southern Police Institute Command Officers Development program. He earned an Associate's and Bachelor's degree in Criminal Justice, plus a Master's in Public Administration from Florida Atlantic University. His teaching career began in 2001 as an adjunct instructor at Broward College, where he taught internal affairs courses. He developed and launched the FBI-LEEDA Internal Affairs seminar in 2005 and has presented to the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), the Florida Internal Affairs Investigators Association (FIAIA), and other distinguished organizations. He serves as an expert witness and consultant on internal affairs, agency accountability, disciplinary practices, and administrative procedures.
