Course Overview:

Law enforcement personnel hold a unique and serious responsibility—they are among the few government officials legally authorized to employ deadly force in emergency situations, often requiring split-second determinations based on available information. This authority demands an exceptional commitment to public safety and accountability. Without rigorous investigation and transparency, community relationships deteriorate and police department credibility becomes vulnerable to challenge. The actions taken by officers will face public examination, and the quality of the investigative response will be equally scrutinized. Outcomes ranging from civil lawsuits to criminal proceedings and departmental standing all depend on how thoroughly and fairly the subsequent inquiries are conducted.

Learning Objectives:

This comprehensive five-day training program explores contemporary investigative approaches and established protocols for handling use-of-force and officer-involved shooting situations. The curriculum introduces a specialized investigative framework tailored to these critical incidents, complete with practical checklists, documentation templates, sample forms, reference reports and agency policies that departments can immediately implement. Course content addresses current practices and contemporary challenges, encompassing guidance on social media implications; assessment of recorded evidence including body cameras, dashboard cameras, civilian recordings and surveillance footage; media engagement and public relations management; legal frameworks; evidence collection and scene reconstruction; and the advantages of employing three-dimensional scanning and aerial drone documentation to effectively communicate investigation conclusions to stakeholders in an understandable format.

Outcomes:

Upon successful completion, participants will possess the competence, practical skills and assurance needed to professionally investigate, document and report any use-of-force encounter, including incidents involving critical injury or fatality.
