Target Audience: This training is designed for sworn law enforcement officers and prosecuting attorneys or district attorneys at the Federal and State levels.

Effective police-citizen interactions that establish control early in the encounter typically require less force to resolve successfully. However, in recent years, many officers have compromised their tactical approach and personal safety by adopting an "Occupational Liability Perspective." This mindset has led officers to respond more cautiously, utilize reduced control techniques, and inadvertently increase risk to themselves and the public they serve. This course examines case studies, current research, criminal precedent, psychological factors, and tactical performance to enable law enforcement to maintain proactive enforcement strategies and safety practices while preserving community trust and legitimacy.

Participants assigned to patrol, tactical units, specialized investigations, and street enforcement teams will learn how their bodies respond physiologically to occupational stress and violent encounters. Instructors will explain the science of how mental management of stressors affects officer performance and provide techniques for managing nervous system responses.

The course also addresses criminal suspect behavior, including how subjects attempt to evade apprehension through emotional indicators and tactical decision-making. Participants will study Fourth Amendment search and seizure principles, investigative detention case law, and high-liability use of force tactics appropriate for subject control during street enforcement operations.

Documentation and communication are critical components covered in this training. Officers will learn how to accurately describe and record their experiences during tactical encounters for administrative reviews, criminal proceedings, and civil depositions.
