The Civil Service Commission of the City of Bridgeport is announcing an open competitive examination for POLICE OFFICER.
DEADLINE TO APPLY
SUNDAY, September 24, 2023 at 11:59 p.m. EST or when, at the City's discretion, the examination capacity has been met. The City of Bridgeport reserves the right to limit the number of applications accepted so as to allow the City to hold an examination within its financial and logistical capacity to do so.
EXAMINATION DATE
Tentatively, the written examination is scheduled for September 30th, 2023.
APPLICATION AND FEE
Each candidate must complete an online application on PoliceApp.com. Failure to submit the application or any supplemental secondary application (i.e., requests for residency or veteran preference) by the closing deadline will automatically exclude a person from participating in the examination.
All candidates filing an application must pay an administrative filing fee. The amount of the fee for City of Bridgeport residents is $50 ($35 for PoliceApp processing and $15 to the City of Bridgeport) and for persons who are non-residents of the City of Bridgeport the fee is $70 ($35 for PoliceApp and $35 to the City of Bridgeport). Payments must be made online when you apply at PoliceApp.com.
The fee for the City of Bridgeport ($15) may be waived if the candidate is a resident of the City of Bridgeport and is receiving Public Assistance from the State of Connecticut, or the candidate is a resident of the City of Bridgeport and his or her income falls below 185% the federal poverty level. A written request for a waiver must be made to the Personnel Director, Civil Service Office, Room 106, 45 Lyon Terrace, Bridgeport, Connecticut. To have the fee waived, you must submit either a copy of your current benefit letter from the State of Connecticut – Department of Social Services, or your W-2 Statement of Earnings for the year 2022, and proof of residency (Form RP-1 and required documentation). You must indicate your Social Security Number and this Exam Number on the front of the benefit letter copy, or the photocopy of your W-2 Statement of Earnings. You must begin your application on PoliceApp.com, then bring above documents to the Civil Service office during normal business hours. Upon approval you will then be able to complete and submit your application electronically. A waiver request must be received at least 2 business days before the application closing date.
RULE XV - RESIDENT PREFERENCE
An individual domiciled in the City of Bridgeport who receives a passing mark on an open competitive examination shall have residency preference points added to their passing grade; said points shall be added to a score prior to and in addition to any applicable veterans’ preference points.
In order to qualify for residency points in accordance with Rule XV of the Civil Service Commission of the City of Bridgeport, the Civil Service Office requires that you provide irrefutable evidence to substantiate that you meet the qualifications outlined in Rule XV as a resident of the City of Bridgeport.
As the intention of Rule XV is to give those domiciled in the City of Bridgeport preference points on open competitive examinations, the Personnel Director is directed to notify all applicants that the application of the credits is a privilege subject to being withdrawn if the applicant loses domiciliary status as defined in, and in accordance with, Civil Service Commission Rule XV. For the purpose of this Request, "DOMICILED" is defined in Rule XV as "that place where an individual has his true, fixed, and permanent home and to which whenever he is absent he has the intention of returning."
Any individual who falsely reports their domicile as the City of Bridgeport, Connecticut, who is domiciled outside the City of Bridgeport, Connecticut, will not receive the preference points, may be prohibited from competing in any future Civil Service examinations, and will be subject to the penalties set forth in Section 221 of the City Charter.
Acceptable proof of residency is required and may be in the form of a State of CT issued driver’s license which lists the applicant’s address as Bridgeport, CT or such other form as may be acceptable to the Civil Service Commission.
VETERAN PREFERENCE
If you are a qualifying Veteran of the armed forces and received an honorable discharge, Veterans’ preference points may be awarded to your score. In order to be considered for Veterans’ preference points, you must submit the Member-4 copy of your DD214 (Notice of Separation) and a Request for Veterans' Preference Points form (Form 2015).
Please note that active duty service members are not considered Veterans under the federal guidelines for Veteran preference consideration and may not qualify for Veteran preference points.
SUBJECTS OF EXAMINATION
In order to be eligible to take the examination, all candidates are required to present proof of passing a qualifying Physical Ability Examination to be administered by CHIP, LLC by the City’s designated closing date. The certification card must be dated July 1, 2022 or later.
CHIP, LLC (www.CertifyFit.com) has scheduled dates for candidates to take the Physical Ability Examination. For more information about CHIP, applicants can visit www.certifyfit.com or call 203-235-5865.
The last date to take and pass the CHIP test is the same date as the application deadline. The City of Bridgeport cannot accept CHIP cards dated after September 24, 2023.
Please be aware, the deadline to register for the September 24th CHIP Test (last acceptable CHIP test) is September 17th.
Only those candidates who possess a valid card will be allowed to participate in the written examination. Only those candidates who pass the written component will be notified to appear at a later date for an oral test
Eligible candidates who attain a score high enough on the oral test will be notified to appear at a later date for the following qualifying examinations: a polygraph test, a medical examination (including a screen for controlled substances), a psychological evaluation, and an interview with the Chief or his designee and/or a panel with at least one ranking officer. Candidates must pass the background investigation conducted by the Bridgeport Police Department, which will include fingerprinting. Candidates can be disapproved for habits and conduct, medical reasons and/or an unsatisfactory driving record, unsatisfactory employment history, or financial history. A credit report/investigation may be part of the background investigation.
No candidate will be considered for appointment who has a dishonorable or bad conduct discharge from the U.S. military service. No candidate will be considered for appointment who has been convicted of a felony. No candidate will be considered for appointment who has been convicted of a Class A or Class B misdemeanor as set forth in the Connecticut General Statutes.
